Default PayPal DEBIT CARD -- Is Fee deducted for cash withdrawl from a store?

I have a paypal debit card. If I withdraw cash from an ATM, paypal takes a fee of $1, in addition to any fees taken by the bank that owns the ATM--usually about $1.50 where I live.

Here's my question. When I pay using the debit card at a grocery store, the card machine asks if I want a cash in addition to my purchase. Is there a fee involved for this option? Am I to understand that I can buy a pack of gum for 75 cents with my debit card, also take $40 in cash, and avoid both the paypal ATM fee and the bank ATM fee?

I own a retail store:

When a customer pays by credit card, "I pay the transaction fees"

When a customer pays by debit card (enters PIN#) they pay the fees.

Also, do not expect me to sell you a 10 cent item and then give you $40. out of my till.

I just paid at a grocery store with my paypal card and got cash at the same time. No extra "fee" was deducted. You might not pay a fee on debit card transactions, but either do I -- as the buyer. I believe paypal, like any bank, makes money on debit cards because they earn interest on the balance of your account.

Also, the card machine at the grocery store asks all debit card users if they want cash. It's not like I'm making a special request. And there is no minimum for either credit cards or debit cards.

gporc, are you saying that going to a bank teller saves you all the same fees? At any bank, even ones where you do not have an account?

I understand, eBay discourages giving phone numbers because sellers and buyers may enter into a contract outside eBay. My argument is, users can do this anyway even now if they want to. I think they will be taking huge risks if they do so
