i want to create website containing some options for shopping.....how can i make my customers pay me using paypal? (ie).,how can i bring up the page giving options to pay money using paypal?should i ask permission from paypal team or how can i bring it?

You have to sign up a contract with Paypal, i guess they would ask you some $ to do that.

there are many shopping carts that can connect to Paypal. You need a Papal account, which is easy to setup. You don't need any special merchant account for a start.
